Sidewalks

The Rancho Conejo Biotech Area Sidewalk Project was designed to transform the Rancho Conejo Biotech Area into a more pedestrian-friendly zone.

The project, located in Newbury Park, north of Hillcrest Drive and along Rancho Conejo Boulevard and Lawrence Drive, had segments without sidewalks and crosswalks along the busy industrial and biotech zones. The City’s objective with this project is to provide pedestrian facilities within the Rancho Conejo Biotech Area, with the main project objective being to connect the incomplete segments of sidewalk and to improve pedestrian safety within the project limits.

Improvements include

  1. Construction of incomplete sidewalk segments on Teller Road (Lawrence Drive to Marion Street ), Lawrence Drive (approx. 700' north of Hillcrest Drive), Hillcrest Drive (Mitchell Drive to approx. 1000' west of Lawrence Drive), and Corporate Center Drive (400' west of Rancho Conejo Boulevard).
  2. Installation of sidewalks at mid-block locations on Lawrence Drive, including the intersections with Hillcrest Drive and Corporate Center Drive, and Rancho Conejo Drive.
  3. Installation of a rapid flashing beacon and advance warning devices across Rancho Conejo Boulevard at Corporate Center Drive.
  4. Construction of a bioswale on Hillcrest Drive to improve stormwater quality.

Construction and Funding

The construction contract was awarded to Toro Enterprise, Inc. on March 19, 2024, and was successfully completed within the approved budget and construction schedule on April 20, 2025.

Design was completed by MNS Engineers. Construction management, inspection and public outreach services were all performed by City Staff.

The total cost for the project, including design and construction, was $4,298,629. The City received $1,593,000 in federal funding from the COVID Relief and Recovery Supplemental Appropriation Act (CRRSA) to assist with the construction costs of the project.

Project Benefits

This project improves pedestrian access and safety through the installation of sidewalks and the improvement of pedestrian crossings with ADA-compliant curb ramps. Additionally, this project improves stormwater quality treatment.
